INSTRUCTIONS FOR COMPLETING YOUR
KERN COUNTY COMMERCIAL FILMING APPLICATION

A permit issued by the Kern County Film Commission is required for all commercial activities - including those on private, state, federal and incorporated properties. A commercial project is defined as any production intended for public exhibition, sale or distribution - including student films.
Allow a minimum three working days for processing. Additional time may be required for special requests including (but not limited to) road closures, stunts, special effects, or projects involving multiple jurisdictions.
Incorporated cities (Arvin, Bakersfield, California City, Delano, Maricopa, McFarland, Ridgecrest, Shafter, Taft, Tehachapi, Wasco) have additional permitting and insurance requirements; as do Kern County roads, Kern County parks, and state and federal properties. Department of Defense permission is required to film at Edwards Air Force Base (including Rogers Dry Lake) and China Lake Naval Air Weapons Center.
Please use proper sentence case and punctuation in all descriptions. DO NOT USE all caps.
Incomplete or otherwise improperly-formatted applications will not be accepted.

PRODUCTION COMPANY
Complete ALL fields as instructed. Fields relate solely to the production company except where noted. Location managers/scouts or other representatives should NOT submit personal phone numbers with the exception of cellular phones used for on-site contact.
PERMIT SERVICES filing applications on behalf of clients should include their information ONLY in the space provided. All other fields (including "contact" and "e-mail") relate only to the production company and its designated contact(s). Self-filing applicants may leave the 'Permit Service' section blank.
STUDENT PRODUCTIONS should list the school as the production company and include contact information for that institution. Enter a personal contact phone number in the Cell Phone field only.
PRODUCTION DATES
Shoot dates should be limited to days on which cameras actually roll. Prep and strike should include only dates on which cast/crew are on location. If dates are not consecutive, please state the actual dates in the "Comments" field.
PRODUCTION TYPE
Select the appropriate category. Projects of any length on behalf of an accredited school are considered student films (proof of student status is required). NEWS PROGRAMS (defined as unplanned, on-site coverage of current events) do not require a permit. NEWS MAGAZINES or DOCUMENTARIES produced for specific television outlets require a permit and should be listed as broadcast/cable.
PRODUCTION STATUS
Union status and cast/crew size are collected in lieu of production spending reports. Kern County Film Commission uses guidelines established by the Association of Film Commissioners International to estimate economic impact of commercial filming.
LOCATIONS
Specific locations and dates of activity are required (Kern County does not issue general activity permits). All locations (including private, state and federal lands) should be submitted on a single application and listed separately. Use street address for private property and range or cross streets for roads. Parcel numbers are acceptable in the absence of a registered street address. Mile markers or GPS coordinates cannot be accepted.
Location information must include contact data. First and last name and a working telephone number for the property owner or authorized agent are required.

ACTIVITY
A BRIEF description of activity is required for each location. Please note the type of activity, including use of pyrotechnics or special effects (including water), stunt players or animal actors. Please specify any camera placement on public right-of-ways or on vehicles (including aircraft) or requests for traffic control.
EXAMPLE 1: Interior/exterior dialogue on private property.
EXAMPLE 2: Precision driving on county road. Camera(s) on roadway, shoulder and vehicles. Process trailer in use. Animal actors (horses) in use. Parking on shoulder. ITC requested.

ADDITIONAL INFORMATION
FEES
Kern County Film Permits are issued free of charge. In lieu of payment, please include a location credit of "Filmed in Kern County, California" or acknowledgement of the Kern County Film Commission where applicable.
INSURANCE
A valid certificate of insurance must be received prior to issuance of any permit. Minimum requirement: $1 million bodily injury and general liability coverage for all elements of the activity. Certificates must be issued in the name of the applying production company/film school. Certificates are valid until canceled or expired.

SAFETY REQUIREMENTS
Safety personnel are required for projects involving stunts, pyrotechnics or special effects. Law requires the provider be authorized to provide emergency transport services in Kern County. Contract personnel MAY NOT transport patients. For approved services, contact Kern County Emergency Medical Services at 661.868.5200.
Stunts and pyrotechnics, including simulated gunfire, may require a permit and/or monitor from the Kern County Fire Department (click here for application).
Allow at least five working days for processing.
PRIVACY POLICY
Provisions of the California Public Records Act (Government Code section 6250 et seq., and other laws) allow proprietary information and trade secrets to be held in confidence where disclosure would cause loss of competitive advantage, loss of work, or would render a project subject to disruption by the public. When requested by the applicant and to the extent allowed by law, it is the policy of the Kern County Film Commission to withhold all proprietary and trade secret information pertaining to production filming within the County of Kern. General information will be released only after the permitted activity has been completed.
